Actually, he does neither. Inequality, as regards to ability, necessarily implies inequality of opportunity. The logic is inescapable. A person with a sufficiently low IQ will be given no opportunity to fill jobs that require greater intelligence.

Unless by opportunity, you mean the right to apply for a position for which one is unqualified. But that is a distinction without a difference. They may apply, but they will not get it.

This quote confuses the terms "equal" with "identical", and "inequality" with "diversity".
