Because if you submit quotes with errors, the errors trip up other typists. It's about common courtesy. There wouldn't be a function for editing submitted quotes if there wasn't an expectation that quotes be submitted without errors. Keep in mind, they may be "your" quotes in that you're the one submitting them, but they actually become everyone's quotes as we end up having to type them (assuming that they're rated high enough)
