How come quotes are so unequally used?

There's a few quotes that appear over and over, and yet when I review the quotes section I see a lot of quotes that are never used .

Why is this?
So yeah, what I'm getting at is that maybe it shouldn't be random.

Any random event is likely to have patterns and chains, that's just how random things work.

I understand this, but really the patterns and chains that appear do not seem to be so random. I also seem to often be the only person to type my own quotes. This is especially irritating but whatever. I agree with vmim in that if it is random that it shouldn't be: maybe a system favouring quotes with more stars and something that allows someone who has just finished typing a quote to score it right there. I will often click on the title of a quote after finishing a quote if there is something abhorrently wrong with it and will rate it while I'm there but it would be really good to have the ability to score a quote right after having typed it up because then there would be more input from the people that are actually typing and not the very small minority of people that rate quotes. What really bothers me is that this small minority that goes out of their way to police the quotes don't even seem to have that much of a say in what gets through. I have typed quite a few bothersome quotes that have ratings of 2 stars. I think that this is wrong, and that the community (albeit it VERY small, I like to think of it as a community) should have more say in what quotes go through or not. I don't know what sort of program has been written (because I seriously doubt that it is completely random and that the system of rating quotes is completely pointless or else I would be seeing even more 2 star quotes) but I think that even though it is not working perfectly it is good enough.

I seriously doubt that there have been many changes to the website since the time it was made, and I think that should change. Or maybe not. I think that I'm happy with the way things are now and I know that whoever made this website probably does not frequent the forums and does not want to be contacted to make changes to a website that works rather fine. I think that I'm happy with the website for the most part because unlike typeracer.com even though I sometimes get the same quotes more often than not I won't, which is enough to keep me happy.

TL;DR I have no idea why certain quotes appear over and over but I don't really think it's that important. I also don't think that any changes should be made because the system seems to be working pretty well for the most part and the person who is charge of the website has probably completely abandoned it and does not care enough for it anymore to really make any serious changes to it.
