Isn't disliking a quote supposed to make it so that you don't have to see it again?

The same quotes keep popping up for me over and over and over, and I always dislike them. But they still keep popping up.
They only stop being in rotation when they fall below a 3.00 rating. Just keep downvoting whenever they come up.
