The Punctuation Checking Algorithm

In the USA, commas and periods should always fall within quotation marks, regardless of context. However, the punctuation checker has prevented me from submitting some quotes that follow this convention. Should we follow UK and Commonwealth of Nations punctuation rules for our submissions?
