This quote doesn't make sense. Regret is something you feel because of something you have or haven't done, not a feeling caused from what has been done to you. You may mean blame or guilty. Or responsible for being a victim.
As in
Never feel guilty from anything that has happened to you in your life that was done by someone or something that was entirely out of your control and wasn't foreseeable...but that's impossible

I just searched for this quote online and find it's being slopped about all over, I guess it's more of the "dumb down the people" campaign
