I have never seen such competence. This is a declarative sentence, written in the normal order. It ends, as do all declarative sentences, with a period. If you always followed this normal pattern, your sentences would soon become totally uninteresting and monotonous. For variety, emphasis, or any other valid reason, the subject of a declarative sentence may appear at other places in the sentence.
