A stale green light is a light that i did not see change and im not sure when it may turn yellow or red. A point of decision must be established between the front bumper of my vehicle and the stop line. If the light would change before reaching my decision point i will be able to bring the vehicle to a safe stop behind the stop line. If i reach my decision point and the light would change i will continue through the intersection without hesitation or acceleration. Things that affect my point of decision are road load weather and speed.

If you cant determine if the vehicle is occupied treat it as an occupied vehicle. A small tap or loud blast if necessary close enough to be heard yet far away enough to take evasive action.

Artículo 11: La salud es un derecho básico que debe ser garantizado por el Estado. La Provincia del Chaco asegura el acceso universal a servicios de salud gratuitos, integrales y de calidad para todos sus habitantes.
Artículo 1: La Provincia del Chaco adopta para su gobierno la forma representativa, republicana y social. Asegura la plena vigencia de los derechos humanos, conforme a los tratados y declaraciones internacionales, con la primacía de la justicia social y el bien común.
Artículo 2: El pueblo del Chaco ejerce su soberanía a través de los órganos del poder constituidos por esta Constitución. Ningún habitante es excluido de los derechos y obligaciones que ésta establece.
Artículo 3: El territorio de la Provincia del Chaco es inalienable e indivisible. Sus límites son los que actualmente tiene o los que en el futuro se fijen por ley.
Artículo 4: La Provincia garantiza la propiedad privada, la función social de la propiedad, la libertad de comercio y de industria, y promueve la justicia social y la equidad.
Artículo 5: El idioma oficial de la Provincia es el castellano, sin perjuicio del uso y promoción de las lenguas indígenas.
